One of the
primary areas of responsibility for the Fire Marshal’s Office is to
ensure new and existing commercial structures comply with the Fire
Code. The current code is the 1999 BOCA National Fire Prevention
Code. This code has been adopted by City Ordinance and along with some
local amendments it is known as “the fire code” for the City of St.
Charles. Local amendments included: fire construction permits and
fees, fire hydrant requirements, Knox (entry) Box requirements, and
bond requirements for UST’s (underground storage tanks).
Fire
Construction Permits (on any work requiring issuance of a building
permit). Fee for construction permit is: $1 per $1000 of estimated
construction cost.
Operational
Permits (as required by the Fire Code). Fees are $25 for these
permits, (example; commercial burn permits, the storage of
flammable/combustible liquids, explosives, fire protection system
modification or new installations and exhibits, tradeshow, and
craftshow events.
Construction
plan submittal for the Fire Department occurs when an applicant
applies for permits with the Office of City Development. Plans are
submitted in their office for review and issuance of a building
permit. The review and approval of the Fire Marshal is part of the
building permit process. The fees and approvals are jointly
administered out of the Office of City Development and the building
permit is issued (which includes Fire Department approval). This is
an attempt to streamline the process for the applicant and make plan
submittal and approval a coordinated effort among city departments.
Operational
Permits are issued out of the Fire Marshal’s Office.

Fire Prevention Inspections for existing commercial use groups (except
for Business uses) are done on an annual basis by Engine Companies in
their districts.
