The City-County Library Board shall determine policy of the libraries and develop the highest possible degree of operating efficiency of the libraries. The Board shall select and appoint an administrator. Also, the Board supervises and maintains buildings and grounds as well as reviews various physical and building needs.
The City-County Library Board meets on the second Monday each month. There are four members appointed by the City and five members appointed by the County, all having three year terms.
