Historic Landmarks Preservation and Architectural Review Board reviews and approves or denies architectural features of proposed new buildings or additions to existing buildings in the following historic districts: South Main Preservation District, Historic Downtown District, Frenchtown Historic Preservation District and the Commons. In addition, it makes recommendations on establishing new historic districts and designating individual buildings as historic landmarks.
The membership of the HLPARB consists of nine members, including a member of the City Council. All members of the Board must be residents of the City of St. Charles or own a business or real property within a historic district. Board members are appointed by the Mayor and approved by City Council. Each of the following groups shall have at least one member on the Board: South Main Preservation Society, Historic Downtown Association, Frenchtown Community Corporation, Midtown Community Association and St. Charles Commons Neighborhood Association. Not more than two members from any single recognized neighborhood review group shall serve on the HLPARB at one time. One of the other three members shall be a practicing architect.
The Board meets on the third Monday of each month at 6:00 p.m. in the City Council Chambers on the
fourth floor of City Hall, 200 North Second Street.
