The Department of Community Development has two main divisions:
Planning and Zoning and Code Enforcement. Community
Development is multifunctional. We are the Department one
would contact to make a complaint about a property maintenance issue
or zoning or building code violation or to obtain a building permit.
We are also the Department responsible for advising the public, the
development community, the Planning and Zoning Commission and City
Council on development and redevelopment proposals.
The Department serves the well-being of the residents and businesses
through maintaining and enhancing the quality of our existing
development to ensure Saint Charles is a place we can all take pride
in. To serve these objectives, the Department is focused on
overall code enforcement as opposed to just building inspection.
The Code Enforcement Division has officers assigned to each Ward of
the City. Within their Ward, the officers are responsible for
all ordinance enforcement including building inspections, zoning
issues, sign issues, and property maintenance issues.
The Department also guides new development and redevelopment to
ensure the quality of new development meets the same high standards
we expect of our existing development. The Planning and Zoning
Division provides Staff support to the Planning and Zoning
Commission, the Board of Adjustment, the Historic Landmarks
Preservation and Architectural Review Board, the Special Business
District Advisory Board and the Fair Housing Commission in addition
to the City Council. The Division makes recommendations on rezonings, site plans, sign applications, subdivisions, annexations,
historic preservation as well as any other item coming before these
bodies.
Planning and Zoning is also responsible for the
Comprehensive Plan 2002
(document requires Adobe Acrobat Reader to open) and insuring its
implementation. A number of in-process planning projects
include the Frenchtown Economic
Enhancement Strategy (2003), the
Missouri Riverfront Plan
(2004) and the North 94
Redevelopment Plan (2004) are the responsibility of the Planning
Division (documents require Adobe Acrobat Reader to open). In
addition, the Division is responsible for coordinate the
implementation of the
Pathways Concept
Plan 2004 with the Parks and Public Works Departments. The
administration of the Federal Community Development Block Grant
program for the City which includes the Home Improvement Loan
program is part of the Division's function. Finally the
mapping section the Division produces a variety of cartographic
products for the various Boards and Commission as well as the
community in general.
