In accordance with the Clean Water Act,
the City of St. Charles has developed a stormwater management plan , (SWMP).
The purpose of the plan is to outline a program which will improve
stormwater quality in the City. The plan includes the following items:
- Public Education and Involvement
- Detection and Elimination of Illicit Discharge
- Construction & Development Site Runoff Control
- Pollution Prevention for the City’s Operations
- Creekbank Stabilization to prevent erosion
- Storm Sewer construction Local Flooding
Problems
This plan is the result of a 1997 Stormwater
Investigation and Modeling Report, a June 2001 Stormwater Needs
Assessment and the permit application required to discharge under the
Missouri State Operating Permit.

Storm Sewers
Most of the major problems identified in the 1997 Investigation have
been completed and provided relief to areas formerly prone to flooding
during heavy rains. The Needs Assessment performed in June 2001 has
been incorporated into the SWMP and continues to be implemented. Part
of the SWMP is to continue identifying and correcting flooding
problems related to storm sewers. We are currently reviewing a rating
system which will be used to prioritize problem locations.
