The Office of Professional Responsibility is established within the Office of the Chief of Police of the St. Charles Police Department. The Office of Professional Responsibility (OPR) is responsible for the Human Resource and Internal Affairs functions of the agency.

The Human Resources function of the St. Charles Police Department incorporates the roles of personnel recruitment, testing and selection, and conducting investigative background checks of applicants. This office oversees the field training program for both civilian and sworn personnel and the Reserve Police Officer program. The OPR works in conjunction with the Human Resource Office for the City of St. Charles to ensure the welfare of their employees, through its attention to positive human resource related services.

The City of St. Charles continuously accepts applications for the positions of Police Officer, Police Service Technician and Communications Specialist. The application process begins with the completion of the employment application or submission of a resume to the City of St. Charles Human Resource Office located at 200 N. The Internal Affairs function of the St. Charles Police Department is charged with the institutional accountability of its employees, to insure the continued confidence of the community, by upholding the integrity of the department. All complaints are vigorously investigated with the understanding that a thorough investigation will not only bring to light any misconduct or inappropriate activity, but will also protect its employees and the agency from unfounded and unwarranted accusations.

Complaints and/or concerns regarding police services can be lodged with any of the department's Supervisors. In each case, the Office of Professional Responsibility serves as a centralized authority for maintaining control over complaints and internal investigations.
