Pet Adoption


 

 

ADULT CATS/DOGS - $46.50/ADOPTION
(4 months and older)  

When adopting your new cat/dog from the City of St. Charles Animal Control Division you will be given a yellow spay/neuter voucher worth $25.00 towards the spaying/neutering of the pet you adopted. This voucher acts as cash to be used towards the spaying/neutering. You are responsible for the balance of this procedure if it exceeds the $25.00. This voucher is accepted by almost all veterinarians within the city limits of St. Charles and St. Charles County. The Humane Society Veterinarian Clinic does not accept these vouchers. When making your appointment for your pet with your veterinarian, please mention that you have the voucher so they are aware of this in advance.

You will also be given a rabies shot voucher worth $16.50 to pay for a one (1) year rabies shot and the St. Charles County Rabies Tag. This voucher works on the same principle as the spay/neuter voucher, acting as cash to be used for the rabies shot. This voucher is accepted by almost all veterinarians within the city limits of St. Charles and St. Charles County. The Humane Society Veterinarian Clinic does not accept these vouchers. When making your appointment for your pet with your veterinarian, please mention that you have the voucher so they are aware of this in advance.

KITTENS/PUPPIES - $30.00 Adoption
3-1/2 months and under

When adopting your new kitten/puppy from the City of St. Charles Animal Control Division you were give a yellow spay/neuter voucher worth $25.00 towards the spaying/neutering of the pet you adopted. This voucher acts as cash to be used towards the spaying/neutering, you are responsible for the balance if it exceeds $25.00. This voucher is accepted by almost all veterinarians within the city limits of St. Charles and St. Charles County. The Humane Society Veterinarian Clinic does not accept these vouchers. When making your veterinarian appointment please mention that you have the voucher so they are aware of this in advance. You are responsible for all kitten shots and the final rabies shot. You are responsible for obtaining the rabies vaccination/ registration for your new pet when it reaches four (4) months of age.

Animal Return Policy

Since the animals that the City shelters often are strays, the City of St. Charles can not guarantee these animals have all proper vaccinations required by the State of Missouri. Therefore the city has established a return policy for all animals adopted from the City Animal Control Shelter.

Policy is as follows:
There is a 30 day return policy on all animals adopted from the City Animal Shelter from the date of adoption for one or more of the following reasons:
   1) Medical reasons involving animal's health
   2) Children/adult allergies
   3) Compatibility with family members
   4) Compatibility with present pets

All adoption papers must be returned with the animal. The City allows up to one (1) year to adopt another animal from the date of return. THERE ARE NO CASH REFUNDS. You will receive a copy of your return papers. Hold on to these papers in order to obtain your adoption within the one (1) year waiting period.

             Pet Ordinance Information Summary
Part of being a good neighbor and city resident is being a responsible pet owner. The City of St. Charles has ordinances for pet owners to follow in order to help keep people and pets happy. The following is a brief summary of these ordinances.

  • All animals must be on a 6 ft. leash at all times when off the owner s property or be restrained on the owner's property.

  • All animals must be provided with wholesome food, clean water, shelter and health care necessary to maintain the animals good health.

  • All dogs, cats, ferrets and domestic animals are required to be vaccinated for rabies by a licensed veterinarian by the age for four (4) months and be registered with the St. Charles County Rabies Control. All pets must be current every year and display their current rabies vaccination tag.

  • The number of animals at a residence shall not exceed more than two dogs or three cats, or any combination of such animals exceeding four in number of the age of six months. (Request copy of full ordinance for exceptions to limit.)

  • City ordinance prohibits anyone keeping on their premises any dog which frequently barks, howls, whines or yelps causing fear or annoyance to persons living in the immediate area.

  • Any person having physical control/possession of any animal is responsible for disposing of any fecal matter deposited by that animal. This includes but not limited to the owner's private property, another person's private property, vacant property, streets, sidewalks, parking lots, common ground areas and all public park areas.

Fees

Animals captured or impounded by the City of St. Charles may be reclaimed by the owner. Vaccination certificate must be presented and the following fees apply:

When an animal bites a person or another animal and a complaint is filed, an investigation is required and is the responsibility of the offending animal's owner. There will be a $10.00 bite report fee plus a $75.00 room and board fee for impounding the animal at the Health and Humane Shelter if such treatment is necessary. If the animal can be impounded at the owner's home, a $45.00 bite report fee is required.

Animals may be adopted from the St. Charles Animal Shelter. Individuals adopting are required to sign an adoption agreement that outlines the responsibilities for the animal, including the obligation to have any adopted animal sterilized at the appropriate time and the payment of required fees including:
   a) $30.00 adoption fee
   b) $16.50 rabies vaccination fee (required by the County)

The cost of sterilization and rabies vaccination is partially reduced by use of vouchers that are part of the adoption agreement package. Spay/neuter costs are reduced by $25.00 and rabies shot costs are reduced by $5.00 when using these vouchers.

If a resident is interested in having more than two dogs or three cats or four of any combination of such animals, they must obtain a Domestic Avocation Permit. The permit allows keeping of the excess animals with approval of 75 percent of property owners within 75 feet of the applicant's property line and includes requirements for inspection of the property and approval of the City. The Domestic Avocation Permit cost is $20.00 per year.

Pet owners may request the city to provide Euthanasia of their pet and disposal of the body. City residents may obtain such services for $25.00 and for county residents the fee is $45.00. There is an additional $10.00 charge for animals weighing more than 50 pounds.

Owners may request disposal of dead animals. Cost for city residents is $10.00 and county residents will be charged $25.00.

Animals may be turned over to the city for disposition. Cost for city residents if $10.00 per animal and $20.00 per animal for county residents.

Live traps are available to help citizens humanely rid themselves of animal nuisances. The following trap types are available for use with the following associated fees:

Rodent trap (squirrel, ferret, rat, etc.) $25.00 deposit, refundable upon return of the trap and $10.00 for each removal.

Cat trap (opossum, raccoon, etc.) $40.00 deposit, refundable upon return of the trap. There will be a $15.00 charge for each removal of an animal other than a domestic cat.

Dog trap (fox, coyote, etc.) $75.00 deposit, refundable upon return of the trap.
There is a $25.00 removal fee for an animal other than a domestic dog.

Kennel permits are available for commercial and hobby uses at a cost $250.00

Commercial Animal Facilities include pet shops, auctions, riding schools, stable, guard dog service, dog trainer or other animal related activity and have similar requirements to those for kennel permit. Cost for a Commercial Animal Facility permit is $100.00.

Grooming establishments may provide animal grooming services and have various regulations governing operation of their business to insure health and humane practices. The cost of a Groom Establishment license is $60.00 per year.

A Cattery is any location which houses more than three (3) cats for any purpose. The Cattery license requires compliance with zoning restrictions, maintenance of proper facilities for the health and humane treatment of animals and other requirements. Cattery licenses are available for commercial and hobby uses and costs $60.00.

respond to emergency calls (bite cases, aggressive dogs or injured animal) after 5 PM and before 7 AM.
