Welcome to the Director
of Administration Web Page
My tenure as
the City's Director of Administration began on December 28, 2007, and my initial time on the job
has been filled with meetings, greetings, briefings, and tours associated with
the community and City operations.
There are many interesting and exciting things happening right now, and I
am looking forward to serving the citizens who live and work here. Likewise, my family and I want to get to
know everyone and be a part of this great community.
The primary
role of the City’s Director of Administration is to assist the Mayor with
leadership, guidance, and support in the delivery of efficient and effective
management of all City operations.
In consultation with Mayor York, my top five priorities for 2008
include:
- Assisting
Mayor York with the transition and implementation of our new form of City
government.
- Spearheading
the organization and implementation of the City’s upcoming strategic planning
process.
- Assisting
with the public bidding and recommendation on the contract for solid waste and
recycling services for the next several years.
- Providing
support for several public initiatives such as a community center, renovations
to City Hall, and the upgrade and expansion of our water and waste water
treatment systems.
- Evaluate
and determine where we can make improvements with the efficiency and
effectiveness of the City.
On the
behalf of Mayor Patricia York and the St. Charles City Council, I would like to
welcome you to our website. As you
peruse our website, you will see we provide the public with a wealth of
information on a broad range of public services, programs, issues, and policies.
We also publish a quarterly newsletter to help keep our community informed of
all the wonderful sports, leisure, and cultural activities that take place
throughout the year. We hope you
find our site helpful in learning more about our great City and all that we have
to offer.

Mr. Spurgeon brings just over 20
years of experience in local government to the City of St. Charles. For the previous nine plus years, he
served as the City Manager and General Manager of Public Utilities for the City
of Miami, Oklahoma. Recent public
service includes approximately five years as the Business Administrator of
Pemberton Township and a similar tenure for Eastampton Township, both in New Jersey. His educational background includes a
B.S. from Edison State College and a Master of Public Administration from
Rutgers
University. Michael is a member of the International
City/County Management Association and the City/County Manager’s Association of
Missouri. Michael serves on the
Tri-County United Way Board.
SECTION
5.3 POWERS AND DUTIES OF DIRECTOR OF ADMINISTRATION Director of Administration shall be
responsible to the Mayor for the administration for all City affairs placed in
the Director of Administration’s charge by Mayor or under this Charter. The Director of Administration shall be
the principle managerial aide to the Mayor and shall perform such duties as may
be assigned by the Mayor. Subject to the direction Mayor, duty shall include
supervision of all departments, officers, and employees of the City, advice to
the Mayor on all administrative matters and performance of other duties as
assigned by the Mayor or this City Charter. |
